ਚੰਡੀਗੜ੍ਹ, 17 ਫਰਵਰੀ – ਨਿਊਜ਼ਲਾਈਨ ਐਕਸਪ੍ਰੈਸ – ਭਾਰਤੀ ਜਨਤਾ ਪਾਰਟੀ ਅਨੁਸੂਚਿਤ ਜਾਤੀ ਮੋਰਚਾ ਪੰਜਾਬ ਦੇ ਸੂਬਾਈ ਉਪ ਪ੍ਰਧਾਨ ਪਰਮਜੀਤ ਸਿੰਘ ਕੈਂਥ ਨੇ ਮੋਗਾ ਵਿੱਚ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਭਗਵੰਤ ਮਾਨ ਸਰਕਾਰ ਵੱਲੋਂ ਆਯੋਜਿਤ ਨਸ਼ਾ ਵਿਰੋਧੀ ਰੈਲੀ ਦੌਰਾਨ ਪੰਜਾਬ ਦੀ ਪ੍ਰਸ਼ਾਸਨਿਕ ਮਸ਼ੀਨਰੀ ਦੀ ਕਥਿਤ ਦੁਰਵਰਤੋਂ ਦੀ ਸਖ਼ਤ ਨਿੰਦਾ ਕੀਤੀ ਹੈ।
ਕੈਂਥ ਨੇ ਕਿਹਾ ਕਿ ਸੀਨੀਅਰ ਸਰਕਾਰੀ ਅਧਿਕਾਰੀਆਂ ਅਤੇ ਪੁਲਿਸ ਪ੍ਰਸ਼ਾਸਨ ਦੀ ਇੱਕ ਰਾਜਨੀਤਿਕ ਪਲੇਟਫਾਰਮ ‘ਤੇ ਦਿਖਾਈ ਦੇਣ ਵਾਲੀ ਮੌਜੂਦਗੀ ਅਤੇ ਭਾਗੀਦਾਰੀ ਨੌਕਰਸ਼ਾਹੀ ਦੀ ਨਿਰਪੱਖਤਾ ਦੇ ਸੰਵਿਧਾਨਕ ਸਿਧਾਂਤ ‘ਤੇ ਗੰਭੀਰ ਸਵਾਲ ਖੜ੍ਹੇ ਕਰਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਸਿਵਲ ਸੇਵਕ ਸੰਵਿਧਾਨ ਅਤੇ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਦੀ ਸੇਵਾ ਕਰਨ ਲਈ ਵਚਨਬੱਧ ਹਨ, ਨਾ ਕਿ ਰਾਜਨੀਤਿਕ ਪ੍ਰਚਾਰ ਜਾਂ ਪੱਖਪਾਤੀ ਲਾਭ ਦੇ ਸਾਧਨ ਵਜੋਂ ਕੰਮ ਕਰਨ ਲਈ।
ਕੈਂਥ ਨੇ ਚਿੰਤਾ ਜ਼ਾਹਰ ਕਰਦਿਆਂ ਕਿਹਾ, “ਰਾਜਨੀਤਿਕ ਤੌਰ ‘ਤੇ ਪੇਸ਼ ਕੀਤੇ ਗਏ ਸਮਾਗਮਾਂ ਵਿੱਚ ਉੱਚ-ਦਰਜੇ ਦੇ ਅਧਿਕਾਰੀਆਂ ਦੀ ਸ਼ਮੂਲੀਅਤ ਸਥਾਪਿਤ ਸਿਵਲ ਸੇਵਾ ਆਚਰਣ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਹੈ ਅਤੇ ਜਨਤਕ ਅਹੁਦੇ ਦੀ ਸ਼ਾਨ ਨੂੰ ਕਮਜ਼ੋਰ ਕਰਦੀ ਹੈ।”
ਉਨ੍ਹਾਂ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਮਾਨ ਸਰਕਾਰ ਵੱਲੋਂ ਵਾਰ-ਵਾਰ ਦਾਅਵਿਆਂ ਅਤੇ ਕਈ ਮੁਹਿੰਮਾਂ ਦੇ ਬਾਵਜੂਦ, ਪੰਜਾਬ ਪੇਂਡੂ ਅਤੇ ਸ਼ਹਿਰੀ ਦੋਵਾਂ ਪੱਧਰਾਂ ‘ਤੇ ਡਰੱਗ ਸਪਲਾਈ ਚੇਨ ਨੂੰ ਖਤਮ ਕਰਨ ਵਿੱਚ ਅਸਫਲ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਦੋਸ਼ ਲਗਾਇਆ ਕਿ ਲਾਗੂ ਕਰਨ ਦੀਆਂ ਕਾਰਵਾਈਆਂ ਵੱਡੇ ਪੱਧਰ ‘ਤੇ ਛੋਟੇ ਪੱਧਰ ਦੇ ਅਪਰਾਧੀਆਂ ਤੱਕ ਸੀਮਤ ਰਹੀਆਂ ਹਨ, ਜਦੋਂ ਕਿ ਵੱਡੇ ਤਸਕਰੀ ਕਰਨ ਵਾਲੇ ਅਤੇ ਸੰਗਠਿਤ ਨੈੱਟਵਰਕ ਅਕਸਰ ਜਵਾਬਦੇਹੀ ਤੋਂ ਬਚਦੇ ਰਹਿੰਦੇ ਹਨ।
ਕੈਂਥ ਨੇ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਕਿ ਭਗਵੰਤ ਮਾਨ ਸਰਕਾਰ ਵੱਲੋਂ ਡਰ ਜਾਂ ਡਰਾਉਣ ਦਾ ਮਾਹੌਲ ਪੈਦਾ ਕਰਨ ਦੀ ਕੋਈ ਵੀ ਕੋਸ਼ਿਸ਼ ਲੋਕਤੰਤਰ ਲਈ ਬਹੁਤ ਖ਼ਤਰਨਾਕ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ, “ਜਦੋਂ ਪੁਲਿਸ ਅਤੇ ਪ੍ਰਸ਼ਾਸਨ ਕਿਸੇ ਸੱਤਾਧਾਰੀ ਪਾਰਟੀ ਨਾਲ ਜੁੜੇ ਹੋਏ ਦਿਖਾਈ ਦਿੰਦੇ ਹਨ, ਤਾਂ ਜਨਤਾ ਦਾ ਵਿਸ਼ਵਾਸ ਖਤਮ ਹੋ ਜਾਂਦਾ ਹੈ ਅਤੇ ਸੰਸਥਾਵਾਂ ਕਮਜ਼ੋਰ ਹੋ ਜਾਂਦੀਆਂ ਹਨ, ਜਿਸਦਾ ਸਿੱਧਾ ਫਾਇਦਾ ਅਪਰਾਧਿਕ ਨੈੱਟਵਰਕਾਂ ਨੂੰ ਹੁੰਦਾ ਹੈ।”
ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਦੋਸ਼ ਲਗਾਇਆ ਕਿ ਰੈਲੀ ਦੌਰਾਨ ਸਰਕਾਰੀ ਸਰੋਤਾਂ ਦੀ ਦੁਰਵਰਤੋਂ ਕੀਤੀ ਗਈ, ਜਿਸ ਵਿੱਚ ਸਰਕਾਰੀ ਸਟਾਫ ਦੀ ਤਾਇਨਾਤੀ, ਆਵਾਜਾਈ ਪ੍ਰਬੰਧ ਅਤੇ ਭੀੜ ਇਕੱਠੀ ਕਰਨ ਦੇ ਉਦੇਸ਼ ਨਾਲ ਖਰਚ ਸ਼ਾਮਲ ਹੈ। ਇਹ ਲੋਕਤੰਤਰੀ ਸ਼ਾਸਨ ਪ੍ਰਣਾਲੀ ਦੀ ਗੰਭੀਰ ਦੁਰਵਰਤੋਂ ਹੈ।
ਪਰਮਜੀਤ ਕੈਂਥ ਨੇ ਮੰਗ ਕੀਤੀ ਕਿ ਕਿਉਂਕਿ ਮੁੱਖ ਸਕੱਤਰ, ਡੀਜੀਪੀ ਜਾਂ ਰਾਜ ਸਰਕਾਰ ਵੱਲੋਂ ਹੁਣ ਤੱਕ ਕੋਈ ਸਪੱਸ਼ਟੀਕਰਨ ਜਾਰੀ ਨਹੀਂ ਕੀਤਾ ਗਿਆ ਹੈ, ਇਸ ਲਈ ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਨੂੰ ਇਸ ਮਾਮਲੇ ਦਾ ਤੁਰੰਤ ਸੰਵਿਧਾਨਕ ਨੋਟਿਸ ਲੈਣਾ ਚਾਹੀਦਾ ਹੈ ਅਤੇ ਇਹ ਯਕੀਨੀ ਬਣਾਉਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ ਪ੍ਰਸ਼ਾਸਨ ਦੀ ਨਿਰਪੱਖਤਾ ਹਰ ਹਾਲਤ ਵਿੱਚ ਸੁਰੱਖਿਅਤ ਰਹੇ। Newsline Express

चंडीगढ़, 17 फरवरी – न्यूज़लाईन एक्सप्रैस – भारतीय जनता पार्टी अनुसूचित जाति मोर्चा पंजाब के प्रदेश उपाध्यक्ष परमजीत सिंह कैंथ ने मोगा में आम आदमी पार्टी के नेतृत्व वाली भगवंत मान सरकार द्वारा आयोजित नशा विरोधी रैली के दौरान पंजाब की प्रशासनिक मशीनरी के कथित दुरुपयोग की कड़ी निंदा की है।
कैंथ ने कहा कि वरिष्ठ सरकारी अधिकारियों तथा पुलिस प्रशासन की एक राजनीतिक मंच पर दिखाई देने वाली उपस्थिति और भागीदारी नौकरशाही की निष्पक्षता के संवैधानिक सिद्धांत पर गंभीर प्रश्न खड़े करती है। उन्होंने स्पष्ट किया कि सिविल सेवक संविधान और पंजाब की जनता की सेवा के लिए प्रतिबद्ध हैं, न कि किसी राजनीतिक दल के प्रचार या पक्षपातपूर्ण लाभ के साधन बनने के लिए।
चिंता व्यक्त करते हुए कैंथ ने कहा, “राजनीतिक रूप से प्रस्तुत कार्यक्रमों में उच्च अधिकारियों की भागीदारी स्थापित सिविल सेवा आचरण नियमों का उल्लंघन है और सार्वजनिक पद की गरिमा व विश्वसनीयता को कमजोर करती है।”
उन्होंने आगे कहा कि मान सरकार द्वारा बार-बार दावों और कई अभियानों के बावजूद पंजाब ग्रामीण और शहरी दोनों स्तरों पर ड्रग सप्लाई चेन को तोड़ने में असफल रहा है। उन्होंने आरोप लगाया कि कार्रवाई अधिकतर छोटे स्तर के अपराधियों तक सीमित रही है, जबकि बड़े तस्कर और संगठित नेटवर्क अक्सर जवाबदेही से बचते रहे हैं।
कैंथ ने चेतावनी दी कि प्रशासनिक तंत्र के माध्यम से भय या दबाव का माहौल बनाने का कोई भी प्रयास लोकतंत्र के लिए अत्यंत खतरनाक है। उन्होंने कहा, “जब पुलिस और प्रशासन किसी सत्ताधारी पार्टी के पक्ष में झुके हुए प्रतीत होते हैं, तो जनता का विश्वास टूटता है और संस्थाएं कमजोर होती हैं, जिसका सीधा लाभ आपराधिक नेटवर्कों को मिलता है।”
उन्होंने यह भी आरोप लगाया कि रैली के दौरान सरकारी संसाधनों का दुरुपयोग किया गया, जिसमें सरकारी स्टाफ की तैनाती, परिवहन व्यवस्था और भीड़ जुटाने के उद्देश्य से खर्च शामिल है। उन्होंने कहा कि यह लोकतांत्रिक शासन प्रणाली का गंभीर दुरुपयोग है।
परमजीत सिंह कैंथ ने मांग की कि चूंकि अब तक मुख्य सचिव, डीजीपी या राज्य सरकार द्वारा कोई स्पष्टीकरण जारी नहीं किया गया है, इसलिए पंजाब के राज्यपाल को इस मामले का तत्काल संवैधानिक संज्ञान लेना चाहिए और यह सुनिश्चित करना चाहिए कि प्रशासन की निष्पक्षता हर स्थिति में सुरक्षित रहे।
भाजपा अनुसूचित जाति मोर्चा नौकरशाही के राजनीतिकरण की कड़ी निंदा करता है और मांग करता है कि इस मामले की निष्पक्ष जांच कर जवाबदेही तय की जाए, ताकि लोकतांत्रिक संस्थाओं और प्रशासनिक गरिमा की रक्षा हो सके। Newsline Express

Patiala, February 17 – Newsline Express – Paramjit Singh Kainth, State Vice President of the Bharatiya Janata Party Scheduled Caste Morcha Punjab, has strongly condemned the alleged misuse of Punjab’s administrative machinery during the anti-drug rally organized by the Aam Aadmi Party-led Bhagwant Mann government in Moga.
Kainth said that the visible presence and participation of senior government officials and police administration on a political platform raises serious questions about the constitutional principle of bureaucratic impartiality. He clarified that civil servants are committed to serving the Constitution and the people of Punjab, not to becoming instruments of propaganda or partisan gain for any political party.
Expressing concern, Kainth said, “The participation of senior officials in politically charged events violates established civil service conduct rules and undermines the dignity and credibility of public office.”
He further stated that despite repeated claims and numerous campaigns by the Mann government, Punjab has failed to disrupt the drug supply chain at both rural and urban levels. He alleged that action has largely been limited to small-scale criminals, while larger smugglers and organized networks often escape accountability.
Kanth warned that any attempt to create an atmosphere of fear or pressure through the administrative machinery is extremely dangerous for democracy. He said, “When the police and administration appear to be biased in favor of the ruling party, public trust is eroded and institutions are weakened, which directly benefits criminal networks.”
He also alleged that government resources were misused during the rally, including the deployment of government staff, transportation arrangements, and expenditures for crowd gathering. He said this constitutes a serious abuse of the democratic system of governance.
Paramjit Singh Kainth demanded that since no clarification has been issued by the Chief Secretary, DGP, or the state government so far, the Governor of Punjab should take immediate constitutional cognizance of this matter and ensure that the impartiality of the administration is protected under all circumstances.
The BJP Scheduled Caste Morcha strongly condemns the politicization of the bureaucracy and demands that this matter be investigated impartially and accountability be fixed, so that democratic institutions and administrative dignity are protected. Newsline Express
